Illinois: Where our Governors Make our License Plates

This week it became official: former Illinois governor Rod Blagojevich will be going to prison for crimes he committed while in office.  Whether you shrug it off, laugh it off, or feel some outrage, Illinois corruption is once again making the national headlines.

Do you think Illinois is actually more corrupt than other states in the US, and, if so, why?  Is it something constitutional or cultural?  Which are the most and least corrupt states in your view?
